Japan is planning a $140 billion AI data center push involving Dell Technologies and power producer JERA, the Financial Times reported on October 1. The proposed expansion would add substantial computing capacity as demand for AI infrastructure grows.
JERA separately announced a memorandum of understanding with Dell and infrastructure developer RHAELM. Their first project, at JERA’s Chiba Thermal Power Station near Tokyo, targets up to 400 megawatts, with total investment expected to exceed $15 billion across all phases and operations starting around 2028.
JERA would provide the site and electricity, Dell would supply AI computing infrastructure, and RHAELM would lead development and delivery. Apollo Global Management intends to become a strategic investment and financing partner for RHAELM on the initial project.
The facility would draw power directly from an existing generation asset, helping shorten the wait for conventional grid connections. JERA and RHAELM also plan to explore additional sites, aiming for several gigawatts of AI infrastructure capacity across Japan during the 2030s.
The proposal adds to a broader regional race for computing capacity. Anthropic’s Asia-Pacific expansion has already included hiring for data center development in Japan, underscoring how access to sites and electricity is becoming central to AI companies’ growth plans.
