OpenAI has released a policy blueprint aimed at strengthening protections against child sexual exploitation as artificial intelligence reshapes online risks. The proposal outlines a set of recommendations for U.S. policymakers and industry players, focusing on updating legal frameworks, improving reporting systems, and embedding safety measures directly into AI technologies. The move reflects growing concern that generative AI tools are changing both how harmful content is created and how it can be detected and prevented.
The blueprint centers on three priorities. First, OpenAI calls for modernizing laws to address AI-generated and manipulated child sexual abuse material, which existing regulations may not fully cover. Second, it emphasizes improving coordination between technology providers and law enforcement to ensure faster and more effective investigations. Third, it advocates for “safety-by-design” principles, encouraging companies to build detection and prevention mechanisms into AI systems from the outset.
The initiative was developed in collaboration with organizations across the child safety ecosystem, including the National Center for Missing and Exploited Children, the Attorney General Alliance, and nonprofit Thorn. OpenAI said the framework incorporates feedback from law enforcement and advocacy groups to better align industry practices with real-world investigative needs. The company also highlighted its ongoing efforts to work with partners to detect and report abuse, as well as to strengthen safeguards within its own AI systems.
Aligning Policy With Emerging Risks
The proposal reflects a broader shift as governments and technology companies grapple with the implications of AI-generated content. Unlike traditional forms of abuse material, synthetic content can be produced at scale and may be harder to trace, raising new challenges for enforcement.
